SQLx 0.9.0 went up on crates.io on 21 May 2026, 22 months after 0.8.0 and a year after the last 0.8 patch. It adds per-crate sqlx.toml configuration and sets the minimum Rust version to 1.94.
The same changelog says SQLx "has not been owned or maintained by LaunchBadge, LLC. for a few years now", and the repository has since moved to github.com/transact-rs/sqlx. It also drops Cargo.lock from Git, so cargo install --locked sqlx-cli no longer works. The maintainers add that they only ran cargo update sporadically, so the lockfile never guaranteed much. Five months later 0.9.0 has had no patch.
As of 24 October 2026. Quotes from the 0.9.0 changelog.

In 0.9.0
- sqlx.tomlPer-crate config: rename DATABASE_URL, set type overrides, move the migrations table.
- Rust 1.94The minimum supported Rust version for the 0.9 cycle.
- no Cargo.lockCI now tests against the latest dependencies and a minimal-versions pass.
